New York Gov. Andrew Cuomo says a high school student who contracted COVID-19 during a recent trip to Florida infected four other students when they returned for a graduation event on Saturday, June 20.The state’s contact tracing team is trying to locate people who have come into contact with the unidentified student from Horace Greeley High School, which is located in Westchester County. At the time, the student had not yet developed symptoms of the virus and was unaware of the infection. The person had also returned to New York before Cuomo ordered a 14-day quarantine for those arriving in that state from eight coronavirus hot spots, which include Florida.‘We’re prepared to do the aggressive testing and contact tracing required to slow and ultimately control any potential clusters of new cases like the one in Westchester County,’ Cuomo stated FridayThe “drive-in” graduation ceremony was held at a train station, although attendees reported that not everyone stayed in their cars.NY, NJ and CT will continually update and publish on their respective websites a list of states to which the new advisory applies. As of today, the list of states includes: Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, Utah & Washington. https://t.co/do5hy6UyUY— Andrew Cuomo (@NYGovCuomo) June 24, 2020 One of the infected students later went to a second event following the graduation, and came into contact there with students from other schools in the area.New York has recently gone from being among the worst-affected states to being one of the few that are on track to contain the coronavirus. In order to stop a second wave, Cuomo announced the new mandatory quarantine order last Wednesday for people arriving from Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Utah, and Texas. Those who do not follow the 14-day quarantine period risk a $10,000 fine.“In New York, it’s a travel advisory, you are informed you should quarantine for 14 days,” said Cuomo on Wednesday. However, The requirements do not apply to any individual passing through designated states for a limited duration, such as connecting on a plane or driving through the state.

The JSE is by far the biggest securities exchange on the continent. (Image: Walter Knirr, City of Johannesburg) The World Economic Forum’s (WEF) Global Competitiveness Report 2010-11 ranks South Africa first out of 139 countries for its regulation of securities exchanges. South Africa moved up from second place, overtaking Sweden for the top position.“We are very pleased with this achievement, which acknowledges the JSE’s record in terms of regulation and surveillance,” said Russell Loubser, chief executive of the JSE, South Africa’s only securities exchange.“This ranking also sends a very good message about investing in South Africa. It is a testament to the effective working relationship between the JSE and the Financial Services Board,” Loubser said in a statement this week.Financial market developmentReleased on 9 September, the WEF’s competitiveness report ranks countries according to 12 “pillars” or sets of criteria. The study rates a country’s competiveness according to quality of infrastructure and institutions, efficiency, market sophistication as well as capacity for innovation.Regulation of securities exchanges falls under the eighth pillar, financial market development.South Africa fares well in terms of financial market development criteria, with an overall ninth place ranking.Within this set of criteria, other rankings that demonstrate efficiency of local financial markets include: financing through the local equity market at seventh; availability of financial services at seventh; soundness of banks at sixth; and legal rights of investors at sixth. The full report may be downloaded (PDF, 5.1MB).Financial Services BoardSituated in Johannesburg’s new financial distict in Sandton, north of the city centre, the JSE is accountable to the Financial Services Board for the regulation of its markets, market integrity and investor protection. The two organisations work closely together on matters that could undermine investor confidence in South Africa.“A well-regulated securities exchange is especially important to international investors post the global financial crisis,” the JSE said. “In the midst of the crisis, unlike many exchanges, the JSE did not ban short selling nor introduce circuit breakers.”Source: SouthAfrica.info

One week after a highly-attended and successful OpenWorld conference and one week prior to AIIM’s ECM West Conference, Oracle announced yesterday their purchase of Stellent. The announcement comes as a surprise, at least to us. Oracle has been heavily promoting the use of their Oracle Content DB as middleware for ECM vendors to adopt as a foundation layer for applications. In June Open Text announced support for Content DB. I later had heard rumors that Stellent also had plans to adopt Oracle’s Content DB, but there has been little public indication from Stellent that this would happen. The Stellent purchase comes just one day after an updated partnership announcement between Open Text and Oracle that allows both companies to more easily distribute each others products. It’s hard to know how the Stellent announcement would affect the Open Text relationship. Most likely Oracle has been pursuing both companies and Stellent came through. But having announced support for Oracle’s Content DB, the Stellent buyout may now put Open Text in an awkward position. Maybe Open Text is still a acquisition candidate for Oracle? SAP, HP, and Microsoft are all also possibly looking for acquisitions in the ECM space too, but the field has narrowed now to a group consisting mostly of smaller, but highly specialized, niche players over the last few months.
